Legal Relations with Public Contracts in the United States Model / Kirkuk Electricity Department

Abstract

The (315, 341)  resolutions of 2019 is considered a quantum leap in the field of developing the legal means for the administration to assist the public facility, and that this resolution includes transforming the daily procedure and contracts into a permanent job in accordance with the regulations and instructions issued in this regard .Due to the  need of the Ministry of Electricity for the category of  contract workers  in accumulating  of electricity wages, since it is an effective step to ensure the payment of electricity wages by citizens who are equipped with electricity and government support .However, it is noticeable that when recording and reading the electric meter, a societal problem emerged, including in Kirkuk city , of recording large sums of money for citizens in exchange for providing them with electricity . The reasons are attributed to the lack of capabilities, technical expertise and training of the employees of employment contracts and invoking kind of destabilization of trust between the citizen and the desire to pay wages.
