Abstract

The question which concerns us concerning the writing of this paper is not only that of "why" women have always been absent from political activity but rather "how do women manage to face the socio-cultural and political obstacles to participate in political life. The participation and representation of women in local decision-making processes is essential to prioritize issues relating to women in the agendas of local communities, but the establishment of these legal provisions did not change things too much on the ground, because if the quotas allowed elected women access to municipal councils, they did not allow them equal access to positions of responsibility.
