Abstract

The Moroccan legislator has made valuable and appreciable  legislative efforts in the field of combating and cordoning off the criminal phenomenon associated with sports practice. After the legislator’s intervention to combat violence in sports stadiums, confront the illegal use of doping and contain corruption crimes in sports, It has become necessary to keep pace with the global legislature in curtailing more serious crimes, such as crimes of racial discrimination, incitement to hatred in sporting spaces, insulting, slandering and uttering obscene terms that have nothing to do with morals and sportsmanship. They are criminal offenses that represent the ugly and deviant face from the ideals and values ​​of sport, and they are one of the manifestations of the crime that affects the moral integrity of the actors in the sports scene because of its negative impact and severe damage to the personal consideration of the athlete and the reputation of the bodies managing the sport.

    Accordingly, this scientific article is based on the Criminal Code, including Law No. 09.09, related to combating violence in sports stadiums in Morocco ,given that the law is the entrance to the criminal policy, its title, expressed and its details , by addressing the analysis and study from a specialized scientific angle of criminal and punitive aspects and analysis of deterrence and punishment mechanisms These serious crimes that are harmful to morale and the human spirit are protected and immunized by the requirements contained in all international human rights instruments and relevant national legislation with the aim of immunizing sports and preventing it from crime in all its forms, especially crimes of racial discrimination and hate.
